Uncertain future with cash in-hand

A old friend of mine is the CFO of a Fortune 100 company, they have 3 billion cash reserve and are in the process adding to this reserve. This company may buy back stock, but not for a while. In this economy they know that cash is a safety net. And they do not want to have to go to the bank to borrow against unknown rates for vital inventory. Currently, bank rates are low so it would not be a problem, but sales are not ringing up at the cash register either.
